I have a SS v4 on my Traeger 075, how can I run only the fan so I can
smoke some cheese?

Run the pit with an empty hopper.

I would think that would cause the hot rod to stay energized and the controller to freak out since it is not able to maintain temps. I'm pretty sure there's a fan only mode, but don't know the details.

You can set the controller to stop ignition and auger. I have the instructions somewhere, if I can find them, I'll post

Here are the instructions.

Cold Smoke Settings

Turn the controller ON, Now press the SET key until the bottom display changes. You are now in Display Mode 3 where the parameters can be changed

You want to change the following parameters to these values.
IGn=0    Turns off the igniter.
OutL=0  Turns off the maintenance pellet feed.
OutH=0  Turns off the auger if OutL=0
FAnS=1 Sets the fan to a very low speed.

You’re ready to cold smoke.
Add your smoke generator.
Add your food
You can even add ice in a tray if needed.

When you are done, just change the above parameters back to their prior or default values for normal operation. 
IGn=130     
OutL=17   
OutH=80   
FAnS=3

 Forgot-I got this from Billy Merrill a while back,

  Turn the controller on.

In the parameters set the value of "fant" to say 40.  Now page out of the parameters so the value is stored then turn off the controller. The fan will run as long as the temperature in the grill is above 40. Just remember to set it back to 120 when your done.

I wouldn't even run a fan.  Just a smoke generator would be fine.  Consider your smoker as a box with cheese inside.

In your application you are wanted to run just the fan at a low speed to circulate the smoke produced by a something like the Amaz-n-smoke tube for clod smoking foods like cheese. Running just the fan prevents trapping stagnate smoke which produces an undesirable acrid taste. 
You can do the work around as posted above or simply disconnect the auger and igniter leads.
Controllers made after March 2017 have a cold smoke program where you can only run the fan and also adjust the fan speed.
