I always keep ample supply on hand in case there is such an issue.  And, I figure if power was lost due to cold, I could always put some outside to cool quickly. ;D

When the USPS calls off mail delivery!
When schools have been closed for three straight days!
When you consider it warm outside and the temperature is above 0 F!
When you don't feel like grilling!

Ha! Forecast for tomorrow in Lakeville, MN is 39 F above; 70 degrees warmer than our low 2 days ago. Yes I'm grilling this weekend!

When you open the car door and the latch won't re-engage.

EDIT:  When your manual transmission won't shift.

When the lights on your truck don't turn on for roughly 15 seconds after switching them on.  This actually happened to me in Michigan.  Frozen contacts in a relay is my guess.
